Cherry pick of #111549 on release-1.23.

#111549: Fixes kubelet log compression on Windows

For details on the cherry pick process, see the cherry pick requests page.

Fixes an issue affecting log rotation with CRI runtimes where kubelet tries to compress Windows logs before closing file handles

Currently, when kubelet will try to compress the logs to a .gz file,
it will attempt to rename the archive before closing its file handles,
which results in an error on Windows.

This addresses the issue mentioned above.
