What type of PR is this?

/kind cleanup

What this PR does / why we need it:

Reword the log so that it sounds less like a failure of kubelet and points towards the root cause of not enough data being eligible to free. I've seen a few cases where the initial reaction to the old log was that kubelet had failed in some way, when the underlying cause was the disk being full due to all images being in use or other reasons (e.g. logs).

Old Log

E0921 12:50:42.876383   19307 kubelet.go:1347] "Image garbage collection failed multiple times in a row" err="failed to garbage collect required amount of images. Wanted to free 2986842521 bytes, but freed 0 bytes

New Log

E0921 12:50:42.876383   19307 kubelet.go:1347] "Image garbage collection failed multiple times in a row" err="Failed to garbage collect required amount of images. Attempted to free 2986842521 bytes, but only found 0 bytes eligible to free."

Hi @tzneal. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
