Since the userspace mode is deprecated, the default mode for windows should be kernelspace.

Does this PR introduce a user-facing change?

kube-proxy: The "userspace" proxy-mode is deprecated on Linux and Windows, despite being the default on Windows.  As of v1.26, the default mode for Windows will change to 'kernelspace'.

Is this going to break users? Did we announce this change somewhere? When? We rarely change defaults like this without extreme caution.

I don't think this is the best place for a full summary. Maybe simply "...and 'userspace' on Windows (will be 'kernelspace' in a future release)."

What we need is notice sent to kubernetes-users, sig-windows, etc mailing lists - so as few people as possible are caught by surprise.
