What this PR does / why we need it:
This PR adds logging of whether watch caching is used, for resources built into the apiserver. This is needed because the configuration is otherwise open-loop: the syntax for configuring individual resource watch cache sizes is very finicky and there is currently nothing --- besides overall apiserver performance, which is a very blunt instrument --- telling the administrator whether they got their intended effect.
