Re-enable the feature JobTrackingWithFinalizers by default.
This feature was disabled due to #109485, which is now fixed.

Does this PR introduce a user-facing change?

JobTrackingWithFinalizers enabled by default. This feature allows to keep track of the Job progress without relying on Pods staying in the apiserver.
