Add apf_additionalLatency field, to have all WorkEstimate data

@azylinski Does this affect only 1.24 or should this be cherry picked to earlier branches as well?

Hi @xmudrii , that's what I've tried initially for 1.23 with #112284 , but it requires too many changes.
